I live in California and am curious as of the requirements/paperwork needed to be able to possibly purchase a small home, re-landscape, as well as re-carpet/tile floors and such of the like, to then rent.
Would a basic contractors license work, or are there many different angels which must be covered as well?

If it is your house you can do what ever you want. You may have to pull some permits from the city for some large projects.
